Police say a suspected bomb discovered at the Maesglas Retail Park in Newport earlier is a German World War II device.
A corden is in place and homes and businesses have been evacuated as a precaution.
The device was found by workmen who were at the Pets at Home store this morning.
More people may need to leave their homes as teams deal with the device.
Pill Neighbourhood Sergeant Mark Sparry said: "We're going to take advice from the bomb disposal team but - given the size of the device - the size of the cordon may need to be extended."
A number of roads in the Pill and Maesglas area are closed.
Officers from Gwent Police are in the area reassuring people living nearby.
