Katie Haines from Waterlooville died after her car hit a barrier and overturned on the M27 last Monday.
The crash is still being investigated by police but we're told the 18-year-old trainee child care worker had only passed her test earlier this year.
Her family have been speaking exclusively to Capital and say motorway driving should be compulsory when you learn.
They are now planning to petition the Government for change.
Katie's cousin Jason Halfpenny in Portsmouth told Heart they're devastated by her death:
"She wasn't only my kid cousin but she was also just 18; it's just not right is it? My auntie and uncle have lost a child and you just don't want your children going before you do. It's the worst thing a family could have to go through."
Speaking about calls for people to learn motorway driving before passing their test Jason said:
"It would make enough of a difference to make young and new drivers understand the dangers and the rules of driving on a motorway."
Figures from ROSPA show a young driver (aged 17-24) accounts for nearly one in five of those killed or seriously injured on roads across the country.
