A man is being brought back to the UK after being arrested by Dutch police on suspicion of a murder in Bolton.
Emergency services were called out just before 1pm on Monday 4 June to Queen Street in Farnworth where they found Kelly's body.
A Home Office post-mortem examination found she had died from stab wounds and toxicology results are expected in a few weeks time.
A 35-year-old man was arrested in the Netherlands by Dutch police yesterday and arrangements are being made for him to be brought to Greater Manchester.
Detective Inspector Chris Bridge said: "Our thoughts remain with Kelly's family, with whom we have been in regular contact since this tragic incident.
"Over the last few days, we have had to work very closely with the Serious Organised Crime Agency and our counterparts in the Netherlands, and we are very grateful to them for their assistance. "Our inquiries are very much ongoing and it would be inappropriate to comment further."
